Is it only on startup after the car has sat for awhile? The secondary air pump runs on my car when the engine is cold enough, and the engine is idling at about 1200RPM for warmup. When it shuts down, the revs drop to about 750. If this is what you are experiencing, you're hearing the secondary air pump (it's a silver cylinder that, on my 2.8, is down in the lower right corner, below the passenger headlight, behind the fog light).
It's normal for it to be audible, but if it sounds like a vacuum cleaner, it's probably on its way out. They run a little under $300 for a new part, plus labor if you have it done, or plus your time if you do it yourself. There is a delete kit you can get - I forget who sells it but CincyTT knows - consisting of a block-off plate and a resistor - the resistor keeps it from throwing the SAP failure check engine code, but I think you may still get a code for incorrect airflow. I'm not sure if you'll pass emissions without it though. Do a search for "secondary air pump" or "SAP" and you'll find a lot of info related to its purpose, servicing, failure, and replaceability or deleteability.

Also, a long shot since I don't think this would sound like a jet ready for takeoff; but you should probably check your power steering fluid level, just to cover the bases. It's the little green cap on the driver's side of the engine bay, in front of the ABS pump. If it's low, refill it ONLY with the proper PS fluid from the dealership. B5's seem to occasionally develop a leak on the power steering rack, and once the fluid gets low enough the pump makes a really loud whining noise, which could be what you're hearing.
