Climate control fan possessed???

Climate control fan possessed???
Whenever I turn on climate control...for instance heat...the fan speed increases by itself then I would manually have to lower it.
Then it would sometimes climb a couple bars up...or just stay at the speed I put it at.
It happens on other random occasion also....what to do?
I'm wondering if this has to also do with my ECON light always on and AC not working
Help?
EDIT: No, its not on Auto. Happens in manual mode.
