Headlight issue - 03 A4 1.8T

I had left headlight dipped out indication on my 2003 A4 1.8T the other day. Took it a repair guy and he says the igniter is out, has to replace it. He said, he tried a new xenon and did not work and so concluded that it was the igniter. I was said it would cost about 450$ for that and of course he would do it for free (no charge for labor)
It was working fine all these days. I happened to see some moisture in my headlight the other day due to the heavy rain and that is when it gave me that indication.
Can I find this igniter cheaper some where? Is there something I need to check b4 confirming that the igniter is out and has to be replaced?
Btw, it is the low beam on driver side that is gone.

if its saying ur headlight is dipped then is most likely bulb burned out. i assume u have hids. If u do and u want to replace ur bulb u can go to ddm tunning. They have the whole hid kit 70 dollars both bulbs u can choose ur own kelvin temp and the install is aas easy and changing a regular light bulb. plug and play baby! so yea look into that.
