Default 2.0t quattro mild revs without cause

I recently purchased a 2007 s-line 2.0T quattro with 32,000 miles. After 6,000 miles the car drives great, but definitely has a quirk or two. I noticed that around 45 mph the car's tachometer independently revs up and down about 200 rpm while cruising with my foot off the gas, or slightly on. This rev isn't due to a gear change. Doesn't seem to be problematic, but was wondering if any other 2.0t B7 owners noticed the same. Also, I just bought the bulbs and casings to replace the license plate lights which seemed to have burned out, and after installing the new ones, they still don't light up. Any tips?

are you going up or down a hill when this happens? that can cause the revs to change.

the fuse for the light may have burned out.
