Buying a 2002 TT

Default Buying a 2002 TT

So I'm seriously considering buying this 2002 TT from this guy... But it has a problem with the cluster (big surprise). The tachometer never ever drops below redline, even when the car is off. When it's started, the gauge jumps as if normally, but it stays high, and it gets to its physical limit at what I'd guess is about 1500 RPM.

Question is, what's going on with it, and how much will it cost to fix?
