Default audi tt no heater

i have audi tt 1.8 turbo mk1 manual, the heater doesnt work. i have fitted new thermostat. had temp gauge in dash repaired.
flushed out heater. cleaned and add new coolanrt. replace fan sensor.cleaned and replace water fitting,
cooling system was fill off rust inside the hoses, return pipe to overflow was blocked.
but the car runs cold. soon as radiator fan come on the gauge drop off, very hard to keep warm.(check gauge is correct.)
car seems to take a long time to get up to 90on temp gauge. (thermostat is 89 deg), i have to have the inside fan motor switched off
other wise the coolant fans will come on and it will run at 74 deg.
the heater hoses when car is 90 deg the hoses are 50 deg 40 deg. radiator hose 36-40 deg,
no heat in car at all.
blocked heater core?, when flushing with clr when adding it in one hose it come straight out the other, i would have though maybe add 1 litre first before it would come out.
can the top off heater core by pass like that?
