Unhappy 1.8T BT setup boosts very sluggish w 11in of vacuum at idle

Somebody please help I have A 1998 Audi A4 1.8t AEB Quatro bored one size over h beam rods ,with a ebay Td04e turbo 630cc deka injectors 630 UM software file, 3" MAF, tial waste gate ,forge DV ,Stock intercooler stockmanifold, and MBC,255 walbro intank fuel pump.

Now First problem is it IDLEs at 11in of vacuum ,second it will boost only to 12 pounds ,but it is very sluggish and slow during that boost .It dosent push you into your seat .And at time it wont remember were it should idle and cuts off after i rev it up .
I checked timing its perfect
I checked for vacuum leak found none
I checked compression 130 all the way across
I fuel pressure 60

I did notice that my dv was letting air out at idle (is that normal) so i added washer to add pressure .
what can this be, a bad shity turbo ,weak DV spring , bad wastegate .Please help because Im about to perchase a new GARRET T3/T04e turbo .
And do i need a FMIC thanks

What was the CR of the pistons you put in? Because 130 compression reading is way way way to low. Might want to check the gauge you used or try doing the test again with a different gauge. This time after doing the test to get the base reading add a little oil before doing each cylinder a 2nd time and see if the readings go up. If they go up then your rings are leaking. 130 lbs is almost 8:1. Stock CR should read around 185 lbs and 8.5:1 should read around 155 lbs.

BPV should open slightly at idle. Is it setup to return the air back to the turbo inlet hose?

I hope your not running that size turbo without a FMIC, the stock SMIC can not handle that type of flow.
