Default Voltage Regulator Controlled by the ECU? Is the ECU the car's main computer?

If the computer is bad, will the VR voltage spike (to say, 18.5 V)?

No way will it ever spike that high, Or I mean it could but there are at least three things in a series that would pop or blow before anything happens to the ecu. Are you asking that the ecu could be an indicator of a high voltage output, that would not be the case, your main culprits would be the normal electrical components.

Thank GOD for the ECu being OK. I'm asking if 18.5V @4,000 rpm (in neutral) can ONLY be attributed to a bad Voltage Regulator/Rectifier? (the car's in limp mode, and I can't see why a bad VR would do that at idle where a normal 14.4 volts occurs.)
