Default looseness in steering wheel

2001 A6 4.2

Just replaced all control arms, tie rod ends, new tires. (this problem existed before the work also)

The steering wheel itself has looseness or play in it. I don't mean the steering in general is loose or sloppy like when front end components are worn.

You can with hardly any pressure at all you wiggle the steering wheel back and forth almost 1/2 inch in total.

Any ideas where to look? Is there a clamp bolt on the steering column shaft to the R&P? It feels like the looseness in between the steering wheel and the rack.

Thanks!

Maybe the steering box is bad?
