have question about the temp when i'm on the road the temp stay at 1\4 and close to the c

i have a little bit heat inside but not enought

what the probleme
1-too much water in the prestone
2-the thermostat is dead ??

edit: when i stop and the car is on idel it a little bit more hot but just a little bit but the gauge is not on the middle it stay 1\4 max

 

Could be the gague is broken, common. Otherwise check for an air bubble.
