1st gear boost help

1st gear boost help
i have a stock 04 A6 2.7t 6sp. I have boost in 2nd through 6th gear but little to no boost in first gear. Does the stock ecu force the N75 valve to open in 1st gear hence no(little) boost? If so, will a chip resolve this situation. I have tried to get 1st gear boost with and without ESP on.
