Default Extremely dull headlights?

i have a 99 A6 and my headlights are EXTREMELY dull, to include the fog lights and high beams. could it be something electrical or something else?
by the way ive replaced the low beam and fog light bulbs but theyre still dull... and yes the covers are yellowing but it wont dim the light to this extent. this is my first car ever so its needless to say that im a noob when it comes to taking care of it.

The reflector style Audi headlights are awful. It's inherent to the design. Upgrade your headlights to something with a projector and you'll have much better visibility. Add HIDs to the projectors for the best combination.

Try buffing out the covers with tooth paste.

I'm not sure if the facelift OEM lights will bolt in or not. On the A4, the facelift headlights can be retrofitted with some fender trimming, and the A6 is probably similar. If it's too much work to do so, there are likely aftermarket projector lights available - check on eBay, which is where I got mine (the seller was MakotoAutoTrends) - and see what the cost is. I paid about $150 for my lights. As for HIDs, order through www.vvme.com - the kit will cost you about $70.

^agreed. Definately the best way for great light. Plastic headlamps get aged and fog over, best way to fix is to replace and with all the oem projectors out there, go that route. Do some more research on hids though, I had terrible experience with vvme and excellent with plasmagarage. Buy it nice or buy it twice
