There a a zillion things that could be wrong from bad wiring, failed components, to a siezed motor.
Your questions suggest that you don't know a lot about cars - If that is the case it would be better for you to start looking for a new vehicle instead of doing a motor or head swap.

It's always cheaper to maintain these wonderful cars with the best *correct parts.. then they run forever especially each newer series engine. Take it to a real Audi indie engine shop and maybe you can get by with just a reworking the head/valves. Somethin smells funny about the price on that complete engine at that price..was it stolen

In this situation, I would recommend having the engine looked at to see if a new/used head is the best solution. Generally, if everything else seems okay (such as the tranny), this would be the cheapest route. You might need to find a friendly shop to help with this. A knowledgeable independent shop should be able to take care of this for around $1500-2000. If you are a good mechanic, you could do it for half of that or a little less (general rule of thumb, car repairs are half parts, half labor). You could weigh the value of the car once it is repaired, cost of replacement of the car and complete engine replacement in your decision.
